Housing programs and assistance in Puerto Rico
The federal and local programs that exist, who they are for, and how to verify what is actually funded right now.

Federal programs work here
Puerto Rico is a U.S. territory, so federal housing programs operate on the island under the same rules as in any state. That includes FHA, VA and USDA loans, and the HUD homes program.
This is the part mainland buyers most often get wrong, in both directions: some assume nothing federal applies, and others assume the island has some special extra program that it does not.
The main routes
- FHA: down payment from 3.5%, moderate credit requirements. The most used first-purchase route here.
- FHA 203(k): finances purchase plus renovation in a single mortgage. Built for damaged foreclosures.
- VA: no down payment, no mortgage insurance, for those who served.
- USDA: no down payment, for eligible areas — which covers much of the island outside the metro.
- HUD homes: federally owned properties, often below appraised value, with an initial window for owner-occupants.
Local assistance
Puerto Rico's Autoridad para el Financiamiento de la Vivienda (AFV) runs down-payment and closing-cost assistance programs, and municipalities occasionally run their own.
These change. Funding rounds open and close, income limits are revised, and a program that existed last year may not be taking applications now.
How to check what is real today
Verify directly with the agency or with a lender who writes these loans regularly. Do not rely on a blog post, a Facebook group, or this guide, for the specific terms.
A good mortgage officer at a bank or cooperativa will know which programs are currently funded and which you qualify for, and that conversation is free.
