Why it matters here

Puerto Rico has one of the highest rates of military service per capita of any U.S. jurisdiction, and the VA loan is the single best financing product available to those who qualify. It works on the island under exactly the same rules as in any state.

The headline benefits: no down payment, no private mortgage insurance, competitive rates, and limits on what closing costs the buyer can be charged.

Who qualifies

  • Veterans meeting the minimum service requirements.
  • Active duty service members after a qualifying period.
  • National Guard and Reserve members with sufficient qualifying service.
  • Surviving spouses of service members who died in service or from a service-connected disability, in many cases.

How to start

  • 1. Request your Certificate of Eligibility (COE) through the VA. Many lenders can pull it for you in minutes.
  • 2. Find a lender that actually writes VA loans — not all do, and experience matters on this product.
  • 3. Get pre-approved as with any mortgage.
  • 4. The property must pass a VA appraisal, which checks value and minimum property condition.

The catch with as-is properties

The VA appraisal includes Minimum Property Requirements: the home has to be safe, sound and sanitary. A foreclosure with a damaged roof, no working plumbing or serious structural problems will fail, and the seller in an as-is sale will not repair it.

That does not rule out foreclosures — plenty pass — but it does mean a VA buyer should steer toward properties in habitable condition rather than the deepest fixer-uppers. If you want a damaged property, the FHA 203(k) is the tool built for that job.
